Gray Reed Attorney Wins Runoff Election for City Council in Waxahachie, Texas

Gray Reed attorney Pat Souter won a runoff election on June 18, 2022, for Place 2 on the Waxahachie City Council. Souter defeated incumbent Doug Barnes, who serves as the city’s mayor.

Souter is no stranger to community involvement in Waxahachie. He serves on the boards of the Waxahachie Tax Increment Reinvestment Zone, Historic Waxahachie, Inc., Waxahachie Partnership, Inc., and Campfire Creek Therapeutic Riding Center. In addition, his wife Lori is a small business owner in Waxahachie and serves on the boards of the Ellis County Museum and the Waxahachie Symphony.

Souter is also a Professor of Healthcare Studies at Baylor University School of Law where he oversees the healthcare law program and teaches Healthcare Law, Healthcare Fraud and Abuse and Regulation of Healthcare Professionals. He is involved with the Robbins Institute for Health Policy and Leadership at the Baylor University Hankamer School of Business where he teaches Healthcare Law and Ethics in its M.B.A. in Healthcare Administration Program and Executive M.B.A. Program.

At Gray Reed, Souter’s primary practice areas involve transactional and administrative healthcare, corporate, securities and antitrust matters. He is Board Certified in Healthcare Law by the Texas Board of Legal Specialization and has completed the training by the American Health Law Association as a Mediator and Arbitrator.
